Point of order, wasn't Czechoslovakia part of the USSR in 1968? At least according to the Soviets?

That is a point, but i lean towards that whole "history is written by the winners" bit.

After Dubcek was appointed by Brezhnev to replace Novotny, and following the Bratislava conference, the USSR moved out all its troops - technically, for a small window, CSSR was not in direct control of the USSR. The USSR did use the Warsaw doctrine to invade though, and undo Dubcek's reforms.

Personally, I think that if the country had not been re-invaded, Dubcek's reforms might have changed the whole lay of the land in the outcome of the cold war. Gorbie was pretty big on crediting Dubcek with the inspiration for his glasnost and perestroika agendas.
